Legislating for the Confederacy

Part I of the book summarizes the road to secession and how the seceding states coalesced to form the Confederacy, culminating in the Montgomery Convention, which formalized the founding of the new government. Part II discusses the Provisional Congress, which organized itself and elected its leaders, wrote a constitution, elected a president and a vice president, and approved the president’s selection of the first cabinet secretaries. It also analyzes the composition of the members of that provisional government. Part III discusses the permanent Congress and analyzes its composition. Part IV presents state-by-state biographical sketches of a select few of the members of the Confederate Congress. Part V discusses the major issues with which the Congress dealt during its lifetime, including relations between Congress and the Jefferson Davis administration. The book concludes in Part VI with the author’s assessment of the effectiveness, strengths, and weaknesses of the Congress.
